§5.3
§5.3-1. There shall be an Agency of Internal Affairs. (4-14-04, SB 311-061)
§5.3-2. There shall be a Director of the Agency, who shall also be known for Constitutional purposes as the Archivist of the Assembly. The Director is the principle officer of the Agency and the only member subject to the official Presidential appointment and Senatorial confirmation process. (4-14-04, SB 311-061)
§5.3-3. All other members of the Agency for Internal Affairs will be considered staff members to be appointed by the President. (4-14-04, SB 311-061)
§5.3-4. The duties of the Agency shall include:
- Serving as the Office of the Archivist of the Assembly, pursuant to Article IV, Section II, Clause II of the Constitution. The Office of the Archivist shall maintain all records, acts, orders, actions, regulations and legislation from any branch or body of the Assembly.
- Functioning as the Office of Information Technology, which shall serve as webmaster for the website of the Assembly and is responsible for maintaining all information technology infrastructures for the Assembly.
- Fulfilling the tasks of the Office Manager of the SA Office, at the Williamsburg Campus of the College of William and Mary, which shall include overseeing supply and inventory, office equipment, office staffing, office access and clerical duties.
- Serving as the Clerk of the Senate by ensuring Senators have a reliable and easy system of legislation distribution and movement within the SA.
- Serving as the Clerk of the Court of the Review Board by ensuring Review Board Members have a reliable and easy system of case information distribution and movement within the SA.
- Serving as the Clerk of the Undergraduate Council by ensuring Class Officers have a reliable and easy system of legislation distribution and movement within the SA.
- Serving as the Clerk of the Council of the Graduate Council by ensuring School Officers have a reliable and easy system of legislation distribution and movement within the SA.
- Fulfilling all other responsibilities necessary to the effective and efficient operation of the SA, and other duties assigned to the Agency by Resolution of the Senate, Regulation of the Executive and Decision of the Review Board.
- The Archives will be provided by the Archivist of the Assembly and be open and publicly available to all students. All acts of all bodies are to be recorded and saved in the archive for a period of at least five years, after which they shall be transferred to the archives of the College of William and Mary, all bodies of the Student Assembly shall maintain By-Laws, and the Resolutions of the Student Assembly shall carry over and remain valid across academic years. - The President of the Assembly or his designee shall look into finding someone willing to update the Student Assembly website weekly on a volunteer basis.
- If the President or his designee is only able to find individuals willing to work for pay, he must get Senate approval of both the person and the funds.
- The President must present his findings to the Senate no later than April 1, 2004. (3-17-04, SB 311-050)
§5.3-6. The Agency of Internal Affairs shall be responsible for the public posting of the date, time, and location of regular public meetings of the Executive, full Senate, Undergraduate Council, and Graduate Council. Such postings shall be made at least five business days prior to the meeting of the above mentioned bodies at, but not limited to, the following locations:
- Outside the Student Assembly Office.
- In a prominent location in the University Center.
- On the front page of the Student Assembly website. (3-1-05, SB 312-043)
- The Director shall serve as the principal contact for all Virginia Freedom of Information (VA FOIA) requests concerning the Student Assembly. He/she shall notify the President of the Student Assembly and Chair of the Senate of such requests within three business days of receiving them.
- The Agency shall take steps necessary to encourage and ensure the compliance of the Student Assembly with VA FOIA regulations and inform the Senate and Executive of its efforts at the request of these bodies.
- The Director, or his/her designee, is authorized to make official requests to the Virginia FOIA Advisory Council on behalf of the Student Assembly with the prior majority consent of the Senate. (3-1-05, 312-046)
