§3.5
§3.5-1. There shall be an Executive Department of College Policy. The Department shall manage, coordinate, and advocate Assembly actions on college policy and student advocacy. The Department shall have the following roles:
- Create and manage an Office of Student Advocacy
- Manage, coordinate and advocate for students on student life policies
- Recommend students to sit on College Policy Committees, and manage and coordinate the activities of those students
- Manage, coordinate and advocate for students on residential living policies
- Create additional ad hoc Special Initiative Committees (4-03, SB)
§3.5-2. Within the Department of College Policy, there shall be a Secretary of College Policy, who shall control the Department. There shall also be Assistant Secretaries and other Deputies for the roles assigned to the Department in §3.5-1, as the President shall deem necessary. (4-03, SB)
§3.5-3. The President shall, if he deems necessary, assign two Secretaries of College Policy: a Secretary of College Policy for Academic Policy and a Secretary of College Policy for Student Life. If the President decides to split the department into these two Secretaries, both Secretaries shall be required to receive Senate confirmation. (3-31-04, SB 311-059)
§3.5-4. The roles prescribed in §3.5-1 may be expanded through the direction of the President. (4-03, SB)
- The Department of College Policy is charged with the task of formulating a system of self-scheduled exams which operate within the Fall [2003] revised examination period and the Spring [2004] semester as previously determined by the campus administrators.
- The Secretary of College Policy will present the SA's concerns alongside a proposal for self-scheduled exams by no later than October 21 2003 to relevant student bodies and administrators.
- The Student Assembly supports the need to alleviate the burdensome elements of a condensed exam schedule for the sake of students, faculty, and administrators and believes a healthy dialogue between all levels of governing bodies on campus, especially involving matters of academic policy, is a desirable goal and necessary to achieve optimal results for all parties. - In the case of students taking classes that are applicable in two disciplines (cross department classes), they should have the right to choose which of the two (disciplines) it will apply to in their individual case.
- In the case that their decision violates the 48 hour rule, the said decision will be void. (11-12-03, SB 311-019)
§3.5-7. The Student Assembly Executive will take the following request to Dining Services and the College Administration. The Executive will report back to the Senate on the outcome it received. "Students with a Block Meal Plan should be allowed to carry over unused meals as well as flex points to the Spring [2004] Semester [from the Fall 2003 Semester]. This will allow students more options when considering their meal plan selection, taking into account their unused meals from the Hurricane Period. Students with a Gold Plus, Gold, or Green Meal Plan should be given a credit towards a meal plan for next semester. Being that the Hurricane closing was a duration of about 10% of the semester, a credit of a similar percentage of their meal plan cost would be appropriate." (10-29-03, SB 311-011)
§3.5-8. The Student Assembly Executive will take the following request to the College Administration. The Executive will report back to the Senate on the outcome it received. "The College Administration should refund all money taken from families of students for fees and registration related to Family Weekend [2003]." (10-29-03, SB 311-012)
§3.5-9. The Department of College Policy will:
- Work with Residence Life to establish an optional CPR and First Aid certification course for Resident Assistants.
- Research the costs of this program.
- Work with the college's administration to allow all RAs to purchase W&M Hall parking permits. (11-12-03, SB 311-017)
- The President and his designees shall be directed to work with College administration to secure a commitment that all new buildings constructed on-campus will be consistent with "green" standards, including energy efficiency and environmental impact requirements.
- The Secretary of College Policy and his designees shall prepare and submit a proposal to increase opportunities for and student participation in recycling on campus, such a proposal to be received and acted upon by the Senate without undue delay.
- The President and his designees shall be called upon to expand increase knowledge regarding environmentally friendly initiatives among all members of the entire College community, with the President further directed to report the progress of such outreach to the Senate at a reasonable interval. - The President of the Assembly or his designee shall work with the Office of the Provost to compile a list of required texts categorized by professor and course number prior to the beginning of classes each semester,
- The President of the Assembly or his designee shall make the list mentioned in Section 1 of this chapter available to the student body via email, a website, or in such manner as he may determine to be best suite.
- The President of the Assembly or his designee shall make the list available to the student body no less than one week before the start of the fall or spring academic semesters.
- This Chapter shall expire on February 1, 2005 and shall be subject to reconsideration at that time pending the success of the initiative. (2-18-04, SB 311-041)
§3.5-12. Nighttime Parking for Students Without Decals
- The Department of Student Life is charged with the task of evaluating the parking policy that prohibits students without decals from parking on campus at all on week day nights.
- The Department will report its findings and recommendations to the Senate one month after the bills passing. (9-27-04, SB 312-007)
§3.5-13. Student Elections Voter Confirmation
- The Department of College Policy is charged with seeking permission from the College Administration to obtain a list of eligible student voter's user identification names before each Student Assembly election or referendum for the purpose of preventing voting by ineligible voters.
- The Department shall update the Senate as to the status of this request within two months of this bill being signed. (10-27-04, SB 312-009)
- The Student Assembly Senate of the College of William & Mary petitions the University Registrar to implement a staggered system of registration blocks that is based on the number of credit hours the student has taken only after that student has matriculated at the College,
- The Executive Department of Academic Policy is hereby requested to work with the University Registrar to see if they will implement such a policy. (11-14-04, SB 312-019)
§3.5-15. The Executive Department of Student Life shall work with the sponsors of Senate Bill 312-044, affected students, interested parties, the Registrar and Residence Life to establish a system whereby students graduating in less than the standard four year period will be granted Senior housing lottery drawings on the final year of their attendence of the College. Such a system must include provisions to prevent abuses wherein students who for whatever reason matriculate later than expected and remain another year are granted junior housing lottery drawings on their second, and each successive, year. - The Department of College Policy is charged with the task of seeking expanded Flex Point usage primarily on-campus.
- This provision shall expire February 28, 2006. (3-1-05, SB 312-052)
§3.5-17. The Executive Department of Academic Policy shall work with affected students, interested parties, and the Faculty to establish a system whereby students may appeal to the Executive Department of Academic Policy in order to receive assistance in dealing with cases of violations of a student's right to academic diversity, including, but not limited to, grading based on gender, ethnicity, sexual orientation, political beliefs, or religious affiliation and suppression of free expression of academic ideas during class discussions.
